Are you ready to help develop Singapore’s new ADC manufacturing capability by securing the most critical supply chains and capital programs that keep production running flawlessly? This role is solely responsible for external spend that supports site operations and growth. You will deliver reliable, compliant, and competitive ADC manufacturing. This helps move life-changing medicines to patients faster.
You will integrate site priorities with global strategies and supplier ecosystems to ensure supply continuity, cost leadership, quality, compliance, and sustainability across direct materials, indirects, capital projects, and services. Can you bring clarity to complex, GMP-critical categories while building resilience and value over time? Accountabilities:
- Site Procurement Leadership: Serve as the single point of contact for procurement at the Singapore ADC site, aligning the sourcing agenda with operational goals, reliability, safety, quality, and long-range capacity plans; participate in SLT forums and provide transparency on cost, risk, ESG, diversity, and resilience.
- Supply Continuity for GMP-Critical Materials: Assure uninterrupted supply of monoclonal antibodies, cytotoxic payloads, linkers, resins, single-use systems, filters, production consumables, and technical services; deliver high OTIF, robust business continuity plans, and dual/multi-sourcing strategies where feasible.
- Category Strategy Integration: Embed global category strategies locally for biologics/ADC materials, single-use technologies, lab supplies, packaging, CMOs, CAPEX/MRO, IT, and professional services; prioritize pipelines, segment suppliers, and harmonize contracts to leverage scale while preserving site agility.
- Quality and Compliance Enablement: Drive supplier qualification and audit readiness for PIC/S, HSA, FDA, and EMA; support change controls, accuracy of data, and ensure accurate management of GMP documentation; conduct joint supplier audits to maintain right-first-time batch performance.
- Lead comprehensive sourcing activities for new and existing projects, including building systems, controlled environments, climate control, automated systems, and maintenance services. You will deploy contract strategies that reduce financial and timeline uncertainties across capital programs.
- Financial Value Delivery: Implement savings and cost avoidance initiatives, optimize overall ownership expenses, offset inflation, and improve payment terms and working capital; run monthly financial reviews, value tracking, and manage standard costing impacts.
- Focus on environmental health, safety, and sustainability by ensuring safe operations and careful handling of potentially harmful materials. Manage waste effectively. Align supplier ESG standards with Ambition Zero Carbon and Scope 3 goals. Encourage packaging reduction and green tender criteria.
- Digital Procurement Enablement: Implement ERP, eSourcing, and eProcurement tools; deploy supplier risk and CSR solutions, data visibility, and analytics to monitor performance and risk; enable catalogs, automate P2P, and maintain critical metric dashboards.
- Governance and Supplier Performance: Establish and lead governance mechanisms including supplier performance reviews, quarterly sourcing and risk councils, and capital project oversight; refresh category strategies annually aligned to the site master-plan.
- Conduct executive supplier business reviews and co-create joint risk mitigation actions. Establish extended contracts including guaranteed capacity. Identify ADC-specific bottlenecks like payloads and linkers. Assess geopolitical and trade risks and develop safety stock strategies.
- Customer Experience: Provide adaptable, transparent procurement support to site functions and streamline P2P processes to improve partner happiness.
Essential Skills/Experience:
- Demonstrated leadership in GxP supplier management, capital sourcing, and biologics/ADC supply chains.
- Proven capability to assure uninterrupted supply across GMP-critical categories including monoclonal antibodies, cytotoxic payloads, linkers, resins, single-use systems, and filters, delivering high OTIF and business continuity plans.
- Experience supporting supplier evaluation and maintaining inspection readiness for PIC/S, HSA, FDA, and EMA; strength in change control management, data integrity, and GMP documentation flow; track record of conducting joint supplier audits.
- Hands-on expertise in end-to-end sourcing for greenfield/brownfield projects, utilities, cleanrooms, HVAC, automation, and maintenance services; ability to apply contract strategies to mitigate cost and schedule risks.
- Ability to embed global and regional category strategies locally, including supplier segmentation, SRM, contract harmonization, pipeline prioritization, and long-term agreements with capacity reservations.
- Financial acumen across savings delivery, cost avoidance, total cost of ownership, inflation mitigation, payment terms, and managing cash flow efficiency; experience with value tracking and understanding standard costing impacts.
- EHS and sustainability knowledge including hazardous materials handling, waste management, packaging reduction, supplier ESG standards, and Scope 3 reduction targets.
- Proficiency with ERP, eSourcing, eProcurement, supplier risk/CSR tools, data visibility, analytics, P2P automation, catalog enablement, and dashboards monitoring important metrics.
- Capability to lead a site-facing procurement team and matrixed resources. Establish governance for quarterly supplier performance assessments, risk oversight committees, and an annual category strategy refresh aligned to the site masterplan.
- Maintain effective engagement with external suppliers and partners, including local facilities, MRO, and logistics providers across the region. Coordinate with regulators through internal channels. Ensure supplier documentation is ready for audits.
Desirable Skills/Experience:
- Experience developing local procurement procedures and ways of working in a new manufacturing site.
- Knowledge of Singapore facilities/MRO ecosystem and regional logistics.
- Familiarity with contracting frameworks (MSAs, QAA alignment, SLAs), IP and confidentiality, liability and indemnities, dispute resolution, and regulatory clauses.
- Background in make/buy analysis and decision support for investment cases.
- Track record in ESG-led sourcing and green tender criteria.
- Cross-cultural stake-holder management experience across Asia-Pacific.
